I put in the equation exactly as what is on the paper and it tells me its not complete what am I missing (4r)^-2 t^0 / t^6 v^-8

You need to rewrite it - it seems that in your original expression you have some extra symbols between t^ and 0 :
((4*r)^(-2)*t^(?^(0)))/(t^(6)*v^(-8))
