I think what you are asking about pertains to cancellations.  The simplification begins with a common least denominator and then common factors in both the numerator and denominator are cancelled.  Notice, for example, that the numerator and the denominator contain a common factor (2y+3), as well as '5y', hence the denominator is left alone with 2y-3.
