on step three why does the right side of the equation change from + 2 to +3 x 2

I put in the equation exactly as what is on the paper and it tells me its not complete what am I missing (4r)^-2[..]
I don't believe this answer is correct. It should be C=5/9 (f - 32) or C= 5/9F - 160/9
