where are the exponents in this problem coming from?

The only exponents I notice are 2^3 and 2^(3-1):
Since, 8 = 2*2*2 = 2^3, 8 is replaced by 2^3.
Also, (2^3)/2 = (2^3)*(2^(-1)) = 2^(3 - 1) = 2^2 = 4
