First of all you have typed and expression in the 'Solve' tab:
If you want to simplify an expression you must first select 'Simplify' tab (next to 'Solve'), type the expression and click on 'Solve' on the right hand side:
The expression (t - 4) does not divide t^4 - t^3 - 14t^2 + 7t - 4 thus there is no simplification.
