Factoring is the opposite of multiplication. You could 'factor out" m^2 and simplify that expression to "m^2(m+9) + 8" but that is not really "factoring". You could play with the expression by guessing "how close can that be reproduced"... for example, simplify "(m^2+2)(m+4)"... but then you can see how badly that guess worked out:
