The "points" are indicated by the shaded portion of the graph. Any point that lies within the shaded region is a valid point. 

The boundary shows a solid line because "less than or equal" indicates that any point which solves the equation "y=-3x-2" is a valid solution.  If solving "y<-3x-2" then the same graph would be shown with a dotted line showing the boundary.
