How do I find the value of a for which the solution of the inequality is all real numbers?

The variables which are used would need to be 'x' and 'y' rather than 'x' and 'a', hence the imaged solution shows which region is "solved for" by the inequality (hence, (0,0) is solved but (-3,-2) is outside the shaded region).
