how do we know to multiply and divide by 3 at first?

We need to add the fractions on the left hand side of the equations therefore we need to convert "14" into a fraction with denominator "3".
Nothing will change if we mutliplu and divide by "3" - this is same as multipying by "1" since "3/3 = 1".
