I don't get this at all, I'm trying to explain to my 12 year old and its not working.

An inequality defines a region over which an expression is either TRUE or FALSE.  If it was simplying solving an equation "x/3=9", then "x=27"... for an inequality, however, any value of x less than or equal to 27 is valid.  Hence x=-3 is valid, x=-77 is valid, x=27 is valid, etc. but x=27 is invalid.
